Impact of De Minimis Rule on Dropshipping: How to Adapt to New Import Regulations

It was first the Biden Harris Administration that announced a series of changes that were solely aimed at reducing de minimis import volumes, which will improve trade enforcement. However, the Trump administration added an extra and imposed at least 20% tariff on goods imported from China. This change significantly impacts dropshipping from China to the US.

One of the important aspects to understand was the De Minimis Rule (also known as T86), as it is the base of everything that changed many things for dropshippers. Like allowing low-value shipments to be imported from any country while keeping minimal duties and regulators. In fact, every government around the world is aiming to tighten their import regulations to keep the fair game, to increase tax revenues, and to take action against illicit trading.

Here in this blog, you will find out everything about the impact these changes brought on dropshipping businesses and what could be the best strategies to adopt in these circumstances.

What is the De Minimis Rule?

The De Minimis Rule is one of US trade regulations, under which a shipment valued under $800 will enter the country without adding any customs duties or taxes. Every country has their de minimis value, so any shipment below their threshold is exempted from duties and taxes. The de minimis rule brought a lot of changes to dropshipping. It is beneficial for dropshipping, especially for small businesses that rely on direct-to-consumer international shipping of all those items at low cost.

Major Changes in De Minimis Rule Around the World:

Some of the major changes in the De Minimis Rule in some major countries like the US, Canada, and more in response to economic and regulatory concerns include:

De Minimis Rule on Dropshipping

United States: Any custom duties and taxes will not be imposed on anything below $800, which is one of the highest global thresholds. Although some changes brought more scrutiny on Chinese imports, some of the trade policies can lead to future changes.

European Union: The EU removes the previous de minimis threshold for VAT exemption. Now all the goods imported will be subjected to VAT, not concerning the value of the shipment.

Canada: Now Canada has increased its threshold to CAD 150 for duty-free imports and CAD 40 for tax-free imports. This de minimis threshold affected small-scale e-commerce sellers.

Australia: Australia made a very difficult de minimis rule. There is no exemption for duty-free imports. They removed the previous threshold of AU$1,000. Now every import has to pay GST for goods and services based on the point of scale.

Effect of De Minimis Rule on Dropshipping:

De Minimis changed a lot of criteria for e-commerce businesses; dropshipping is one of them. Here are some of the impacts of the change in the de minimis rule on dropshipping.

1. More Cost for Dropshippers

Lowering de minimis thresholds means more cost burden on dropshippers. In fact, the profit margins will shrink with an increase in duties, taxes, administrative fees, and more. Moreover, those businesses that were previously conducted under duty-free conditions will now be accounted for extra expenses after pricing their products.

2. Time-consuming Shipping

Rigid Custom Restrictions and regulations mean more time-consuming shipments. Before the change in the De Minimis Rule, there were no such strict customs regulations, and it would have passed through quickly. Right now they go through more scrutiny, which leads to more delays, and customers will have to wait for their packages to be delivered.

3. Impact on Small DropShipping Businesses:

The de minimis rule made a huge impact on small businesses, especially small dropshipping businesses that rely on competitive pricing. Right now Small dropshipping sellers are turning to local markets instead of purchasing from international sellers due to high prices for consumers and buyers. However, it can benefit local retailers and large e-commerce platforms, which will reduce more costs than relying on the international market.

4. Supplier Relationships

The biggest dropshipping market exists in China because of the lower production cost. However, due to the new import regulations, including increases in scrutiny and fees. In simple words, the supplier will need to go through a lot, and the supplier will pass all these struggles on to dropshippers, including high costs.

5. Compliance for Tax Collection:

Many countries are now implementing more rigid compliance measures to increase and make accurate tax collection. Dropshippers will now face harder tax regulations, especially when registering for VAT/GST in some countries.

How Dropshippers Can Adapt to New De Minimis Rules:

Though it is a worry for dropshippers after the change in de minimis rules, some things will help you adapt these rules with success.

Analyze and adjust product pricing and profit margins:

For businesses, it is important to adjust the pricing strategies to overcome the added costs.

  • You can set the pricing, including duties and taxes.

  • Moreover, you can offer products in bundles to increase the order value. In fact, it will make the custom processing time and cost more effective.

  • You can pass some costs on to customers, though maintaining competitive prices with it is important.

  • For hot-selling items, try to stock a little bit. Let your agent negotiate a tier-pricing for you to lower unit product cost.

Go for Domestic Warehousing

They get rid of import duties and shipping delays; as a dropshipper, you can cooperate with an agent who gets domestic and local products and fulfillment centers. Stocking in local warehouses, you can ship products within the country, which will avoid customs issues and make sure everything is delivered quickly.

Consult with Third-Party Logistics (3PL) Providers

It may look like a long shot, but third-party logistics providers are professionals in handling international shipments, customs clearance, and more. You can outsource logistics to such providers as dropshipping agents to increase the speed of operations and processing time. It is one of the best strategies in the current de minimis situation.

Optimization of Supplier Networks

Dropshippers should include more in their supplier base, which includes manufacturers and distributors, especially in those countries with more good trade agreements. In order to reduce the import duties, as we said earlier, you can source from suppliers and use local warehouses, which reduces import duties.

Increase Customer Communication

Sometimes it is all about a good conversation with customers. You can clear everything with a customer, including shipping costs, delivery times, potential import duties, and more. If you make everything clear to your customers, you can prevent any negative reviews.

What Future Holds for Dropshipping Businesses?

Global trade evolves all the time; however, nowadays more countries are imposing restrictions on import rules, customs processing, and tax collection. But all these changes create a lot of challenges for dropshipping businesses. These changes can also create more opportunities and innovation in business optimization, which you can use for your benefit as well. Some of these future endeavors include

  • Businesses will be more dependent on local and regional networks.

  • More automated solutions for better compliance.

  • To keep everything transparent for customers

  • Some eco-friendly shipping practices and sustainable sourcing will take place to make sure everything aligns with regulations.

Final Viewpoints:

Despite the current changes, it is not a complete loss of hope for dropshippers. The de minimis rule somehow changed the traditional dropshipping model, but you need to adopt everything to start thriving in your business under the current rule. Above is everything you need to know about the new de minimis rule and how you can tackle it as a dropshipper.
